As of the most recent update, my wand based buffs are expiring after a few minutes, and sometimes only seconds, when they should last well over an hour. They are NOT being breached/dispelled. Other magic items don't seem to have the issue.

EDIT: Upon further evaluation, it seems almost like they're turning on and off at random.

Been happening for quite awhile, actually. This issue's been reported at least once over the last month or so.

Weird. I've had no issues until today.

Hope you're playing a loremaster as if you're not i don't know what it is (and doesn't really explain the turning off and on part though..)

I'm not and I still have this issue.

How often does it happen?

What classes are your character (or characters if multiple)?

Do any buffs remain or stay their full duration?

Is it only item buffs? Is it a specific item?

Rogue/CoT/WM.

Most buffs stay their full duration, except for:

Shadow Conjuration (Mage Armor) - often slips after only a handful of minutes, should stay for almost 3/4 a RL hour.
Freedom of Movement

I only use wands.

Imp Invis on mundanes has been suspiciously short

It happens to me periodically, with greater frequency over server shifts. Multiple times a day. My haste wand will run out after two rounds, or my Shadow Conjuration (mage armor) casting will disappear before six minutes. I play a cleric, and a rogue. Happens on multiple characters.

It happens all the time with my Twin Lion boots with the 1 use per day of Haste (10). It seems to be a 50% chance after using it, 2 rounds in it will just disappear. My character is not a Loremaster either, he's a Favored Soul. Also, Magic Vestment has been disappearing from either my shield or my armor and I always cast on both at the same time.
