Swashbuckler Insightful Strike Offhand

If a swashbuckler is using a weapon in their off-hand, they will not receive the Insightful Strike INT damage bonus.
Description of Bug Experienced:
Wielding two weapons as a swashbuckler. The main hand is getting an Insightful Strike bonus, but the off hand is not.
Steps to reproduce the Bug:
Equip two swashbuckler weapons.
Expected Result:
Both weapons receive Insightful Strike bonus.
Actual Result:
Only main hand receives Insightful Strike bonus.
