Charges Lost For Cooldown-Based Feats

Description of Bug Experienced:
When using a charge based ability that turns unusable until a cooldown has passed, the charge is consumed and it must be manually restored by -cd rather than restoring on its own.
Steps to reproduce the Bug:
Using an ability such as blinding speed, or lay on hands.
Expected Result:
The use for the day is not consumed, and instead becomes unusable for until its cooldown has finished.
Actual Result:
The use for the day is consumed, and the charge must be manually restored using -cd when its cooldown has finished.

For my experience with the bug, it has consistently occurred on all servers whenever using blinding speed, lay on hands, or similar.
