Heroic Shield: Longer Cooldown

Description of Bug Experienced:
The cool down period on Heroic Shield seems to have increased 3x - likely due to the recent time adjustment.
Steps to reproduce the Bug:
Place Heroic Shield on a PC.
Expected Result:
Cool down period counts down from six minutes until Heroic Shield can be reapplied.
Actual Result:
Cool down period counts down from eighteen minutes until Heroic Shield can be reapplied.

I noticed this when my group switched servers and I went to reapply Heroic Shield to the person who previously had it.
