Bug infinite amount of dominated NPC

Description of Bug Experienced:
I'm feylock 19 level with great magic school focus on enchantment I casted domination few times on different NPC characters and they all got dominated I don't know how much of them I can gather but I tried at least 6. By manual you suppose to have only 1 dominated character (Two in case of epic school)
Steps to reproduce the Bug:
Just go to any city and cast dominate person few times on different npc....First time the cast will reset domination, all other ones all npc will be dominated
Expected Result:
Only 1 character can be dominated (Two if you have epic spell focus)
Actual Result:
You can infinitely dominate with as many NPC as you like

Seems like this bug can be a game breaker because I can dominate now up to 6 characters around the 20 level. If they don't have enough willpower to resist.
