Shadow Evade concealment scaling incorrect

Description of Bug Experienced:
Shadow Evade is supposed to scale to 40% concealment at level 13 SD; however it stays at 30%.
Steps to reproduce the Bug:
Level 13 Shadow Dancer, cast Shadow Evade.
Expected Result:
Concealment should be scaled to 40% for level 13 SD, according to: http://wiki.nwnarelith.com/Shadowdancer
Actual Result:
Instead, concealment stays at 30%, not properly scaling to 40% at this level.
