Description of Bug Experienced:
I have a level 9 character who has 30 leadership, bought the key to access Flaming Fist mercenaries, and cannot hire the 25/30 leadership mercenaries. There's no feedback or anything to tell me why not. I can ask about their skills, and don't get any other options other than to leave. However the 35/40/45 do give the feedback of not enough leadership.

Steps to reproduce the Bug:
Have 30 leadership, speak to henchmen.

Expected Result:
They join you.

Actual Result:
No option to join.

All henchmen need you to be within a certain level range of their own. Normally 5. Most henchmen will say something that indicates you are outside that range.

Neither Guldorand nor its henchmen are designed for a level 9 character.
