Myon Temple cannot be purchased

The Myon Temple gives feedback on the main quarter sign: 'Only an experienced Cleric can maintain this Temple'. I've been told that other classes were supposed to be able to use it, as well as an elven Gift of Devotion.
Steps to reproduce

Try to purchase quarter as non-cleric with gift of devotion.
Expected result
-----------------------
Able to purchase.
Actual result
-------------------
Unable to purchase, with feedback that only a cleric can purchase it.
