-scry 4min duration not working

Specialist diviners are supposed to be able to -scry for 4 minutes. A character with 10 wizard levels, divination specialist and ESF divination was unable to -scry for longer than 2 minutes. I am unsure if this is because of the number of wizard levels my character has, or not.


Steps to reproduce
----------------------------
Attempt to use -scry 4min on a divination-specialized wizard, potentially one with 9th level spells but not more than 20 wizard levels


Expected result
-----------------------
Being able to -scry for 4 minutes of duration, 2 minutes or 1 minute as chosen by the diviner.


Actual result
-------------------
-scry duration is set to 60 minutes, and the invalid command feedback is produced in the combat log when attempting to activate the 4 minute duration. Attempting to scry for 2 minutes works normally.

----------------
As mentioned above, my knee-jerk suspicion is the script is checking number of wizard levels despite not being reported that way in the update thread/the wiki.

You don't get this perk until you have 21 wizard levels, and these levels do not stack with classes that give CL. So PM, LM, SM, Harper/zhent do not count towards the specialist perks.

At this time this is working as intended, unless Xerah pops in to correct me.

Note: Server transitions can mess with the TimeLock. Timestamp mismatch maybe?
