Guldorand Noble Estate fixture limit

Guldorand Noble Estate fixture limit
Hey-a! I just noticed that the noble estate in Guldorand proper, right above the Founder's Council building, only has a 60 fixture limit. This strikes me as strange since it's 3-story and has two purchasable rooms inside, similar quarters have a lot more, and I feel as if the limit here could potentially be increased.
