NPC in the city Watch building is not issuing keys for the Watch House.

Steps to reproduce
----------------------------
Go to Watch house and speak to desk Sargent as Sheriff to request a letter of access. NPC gives a letter. Then give that letter to a Watch member.

Expected result
-----------------------
Watch member takes the letter and speaks to the Desk Sargent NPC to get a key for the Watch Door. Key is given. PC can then access the Watch house.

Actual result
-------------------
Opinion is selected by PC but no key is given and the letter remains in inventory.
