Can't wield racial ammo even though I have enough UMD

Description of Bug Experienced:
Found a bullet asking for hin race, with 10 UMD to pass it. Have 39. Can't wield
Steps to reproduce the Bug:
Get "Shattering Symbol of Arvoreen"
Have 10+ UMD (had 39)
Try to put it in ammo slot
Expected Result:
Put it in
Actual Result:
Get error that you're wrong race
