Unable to Cast Magic Vestments on Others (Cleric)

It seems my battle cleric is unable to cast magic vestments on other people. He can cast it just fine on himself but cannot cast it on others.

Process

Cast magic vestments on another person

Expected Results
_________________

A nice +5 armor AC and then shield AC with the second cast

Actual Results
________________

The spell tries to resolve but the whole animation plays out before fizzling. Nothing happens, no spell slot is wasted.

Worth noting is that this cleric has been around since around roughly May or June of last year, long before the cleric domain overhaul. He is a storm and war domain cleric and so I am unsure if the use of the extended duration slots from war domain, or war domain as a whole, is causing this issue as I do not have enough tokens to both change domains and then change back to test.

Likely an issue with the War domain. Did you use the 2nd or 3rd spell slot (with extended) for Magic Vestment? Can you try testing the following:
- Use 3rd and 4th spell slot, instead
- Try targeting objects on the floor instead of a different PC

After further looking I found the issue. The issue arises when you have the extended second level magic vestment in the third slot in conjunction with the base magic vestment. The issue does not arise with the normally slot 3rd level slot magic vestment as it auto defaults to it. I realized it after a shameful amount of time as I found out I had both unextended vestments and extended vestments slotted. The first two casts were unextended but the second two were extended from the second level, and those two do not resolve. Assuming this is because when you slot it on the hotbar it can't comprehend having the same spell both extended and unextended in the same level. Only fix I can see is removing the spell from third level on war clerics if a change is needed, but it is an easy enough mistake to fix by just not slotting two different levels of the same spell.

That took way too long for me to realize what was going on in all honesty.
