War cleric domain doesn't grant martial weapon proficiency

War domain doesn't give the actual feat so one can't take war domain and qualify for certain weapon master's weapon of choice. But the domain does provide access to all martial weapons. Try equipping any martial weapons and see if your cleric receives the weapon penalty or not.
