Description of Bug Experienced:
With the addition of the IB class introduced to the Blinding Speed cooldown, I would have expected a minute off. That didn't seem to happen.
Class: swashbuckler 10 / Invisible Blade 3 / Assassin 17
Effective blinding speed levels: (10 / 2) + 3 + 17 = 25
Steps to reproduce the Bug:
Any cast of blinding speed
Expected Result:
4 minutes off 8 min cooldown
Actual Result:
3 minutes off 8 min cooldown
