Spell not applying to magic staff

In PGCC, it seems I am unable to cast Bless Weapon and Holy Sword on some of the new magic staves, specifically the Staff of Cleansing replacement-staff. Defeaning Clang seems to work just fine. I am unsure if this is intended or not.
