Seragrino Street Noble Estate Ownership Issues

It is my understanding that the *deep breath* "Cordor (The Walled City) Seragrino Street (Guild)" property is meant to follow the Nobility Lottery system, where the property selects a random tenet to inherit the property so long as they are Nobility.
The property has two ownable bedrooms. My PC owns one, while I recruited another Noble PC to hold the other, with the intention of making sure this PC inherited the property. I intentionally allowed the lease on the main property to lapse while still maintaining the lease on the master bedroom. Now the property is showing up for sale instead of choosing from the tenants inside.
Steps to reproduce

Expected result

From what I understand, the property should select one of the bedrooms at random to transfer the lease to. Either the PC in the guest room, or returning ownership back to me since I still have the main bedroom.
Actual result
-------------------
The property has gone up for sale rather than choosing either of us.
