Loremaster Rod Bonus Non-functional

Using Rods looted from chests is part of the Loremaster class features. They supposedly get a bonus to their caster level and a chance per use to save a charge. This functions on Crafted Wands. However, this does not function on what we refer to as Rods, which I theorise is because their base item is actually Wand (not enchanted) as opposed to Crafted Wand. This also has the unintended side-effect of letting you cast spells on looted rods and nuclear decommissioning them into a regular wand.
Steps to reproduce
----------------------------
Be a Loremaster with 5 levels.
Expected result
-----------------------
Rods retain charges 25% of the time, and gains 3 CL.
Actual result
-------------------
Rods are used as if they were regular magic items and not as advertised. I can't really test the CL increase but I can only assume this isn't firing either.

Please excuse the names, assume all customised "uses [x]" are Rods. They're what I have on hand to test with on the PGCC.


Wand/Rod Mastery fired 0/18 times, which is statistically pretty unlikely.

Regular, player-crafted wand. Wand/Rod Mastery fired on the 5th attempt which seems just fine.

Demonstration of how what we call Rods are actually just blank wands with item properties added and can be used as such.
