Brogendenstein Clan Halls & Fixture Limits

Recently we've been having some topic of discussion on the Brogendenstein discord around the current fixture limit for the clan halls and its issues, with also some proposed solutions from members.
Currently the fixture limit stands at 194 split among 8 clan halls on the same map. The issue were facing is that the fixture limit has been reached and currently some halls only have a handful of fixtures (2-4). We have tried to resolve this ourselves faithfully by agreeing to a 20 fixture limit per clan however it seems to be a difficult measure to keep track of. (not knowing who has what, who is over the limit etc).
Discussing and comparing the fixture limits with similar settlement's, it would seem that 194 split across 8 individual halls is quite on the low side and we thought it would be best if perhaps we could split the halls down the middle into two separate maps each containing 4 halls and each map with a 194 fixture limit or alternatively just increasing the map cap on fixtures and retaining the 8 halls in one map.
Thoughts are welcome and I would love to hear your ideas on this and how best to resolve.
