I don't think this is a bug with the recent tracking changes. Afaik the tracks will now be visible but the "Trackless Steps" feature adds a DC to how hard it is to track you.

Yep, as above. You get massive bonuses though to hiding details and if you head over to feedback and read there you'll see a small snippet of the future plan.
