Spellsword cant rent room in arcane tower.

Description
Level 15 spellsword cannot rent room in arcane tower.
Steps to reproduce
Attempt to rent quarters in arcane tower. When interacting with the sign, there is no option to actually rent the room.
Expected result
Be able to click an option to pay a down payment and actually rent the room as an arcane class.
Actual result
When interacting with the sign, there is no option to actually rent the room.
