Paladin unable to take improved turning

Description of Bug Experienced:
(please include information of what you did, that lead up to the bug, what you expected to happen there, and what actually happened, then move on to describe below:)
Leveling to level 14 paladin/4 rogue on a paladin, I was unable to take Improved Turning (default called Extra Turning). I've checked my feat list and I haven't taken it on a previous level.
Steps to reproduce the Bug:
* Be a paladin with Ancient Oath
* Level to 4 rogue, 14 paladin
Expected Result:
Be able to take Improved Turning
Actual Result:
Unable to take Improved Turning

Additional Information/Notes
I suspect it may be because you get it "for free" at either level 6 (for one of the oaths) or 21st paladin. However, I only end up with 17 paladin levels, so wanted to take it earlier.
