New character not getting gift/background

Description
I made a human male on PGCC and the gift/background dialogue didn't pop up. I didn't think much of it until someone said the human character they made on the live servers didn't have the window pop up either.

Steps to reproduce:
Make a human male character.

Expected result:
The gift/background dialogue to pop up.

Actual result:
It does not pop up.

PGCC and Surface

Cannot replicate the issue - there are instances where gifts / background bugs out or displays incorrectly. Or a player moves from the spot and accidentally exits the window.

I have found that server resets usually fix this. Either that, or try pulling that lever on a different server
