Horses unmountable after going via portal

I am unable to mount any horse, but I can do accessory abilities such as summon mounts, dismiss mounts, assign mounts. Using the ability from my hot bar (individual or party) and clicking on a horse does not do anything.
Steps to reproduce
----------------------------
1. Enter the Tower of Imaskari as a Cavalier with a horse, entering the tower's front entrance on horseback thus automatically dismounting at the chamber before the actual NPCs area.
2. Take the portal to Skal.
Expected result
-----------------------
You'd have your horse be mountable.
Actual result
-------------------
I cannot mount anything whatsoever.

Misc Notes
----------------
I do not remember if my mount followed me through the chamber transition to the NPCs area when entering the Tower of Imaskari, or if it was left in the chamber stuck.
Once I was at Skal, my mount however had appeared on the docks. I went to go mount it but I could not. I could not mount anything. I do not remember if the mount was unbound to me by the time I was on Skal.
Relogging, mounting indoors, releveling did not all work.
