New player summoning issues

Hello, on Discord a new player Dinoo was running into an issue where they couldn't summon their blackguard summon, it was giving them the error that they couldn't do it yet because they've not played enough.

On the wiki, it says these are the new player restrictions:

New Players will not be able to do/have access to the following.

Destroying fixtures
Picking up fixtures they do not own
Hurting non-hostile entities with traps
Attacking non-hostile PC/NPCs
Hostiling non-hostile PC/NPCs
Pickpocketing PCs
Taunting non-hostile PCs/NPCs

However someone else suggested more restrictions were added, due to wild mage shenanigans happening.

Could someone on the team provide some insight to this? Is it intended that blackguards cannot use their summon?
