When using a sequencer from a staff, it doesn't appear to properly count +Arcane Levels from classes like Loremaster, Harper or Zhent in the end result.
Seen on Summon Creature IX, it doesn't gain the Epic Caster bonuses summons are supposed to get.

This is intended and is not a bug.
The sequencer CL is calculated as follows:
If your PRIMARY caster class can cast up to the innate level of the spell you get 1:1 CL.
Warlock treats 9th Circle as being 8th for this calculation.
Bard treats 7, 8 and 9th circles as being 4th, 5th and 6th respectively for this calculation.
Otherwise your levels are counted as the default, which is 10.

Usually loremaster, harper/zhent mage's +Arcane Level count additively with the other casting classes.
A 20wizard/5hm/5loremaster would have a caster level of 28 for all of their wizard spells. Their durations, spell penetrating, damage rolls, etc would all be based on that.
This was deliberately left off of the sequencers? It's fine if so, Just looking to confirm.

It was, yes.
I'll do some thinking but the original idea was to reward caster classes and those classes that got some form of "use magic device" benefit like Warlock or Bard in source.
This would exclude classes that give CL back to a caster class as they usually get something else in turn, see LM getting huge lore, languages and secrets, zhent and harper getting unique subclass benefits.

That's fair! You're right that those other classes get goodies, and there's really not many benefits to going full caster for many casting classes. This makes for a nice little cookie for those who do.
