Arcane Tower guildhouse problem

So the Arcane Tower is having weird interactions with the new guildhouse system. I've heard players say that the owning the warden's hall will very rapidly bankrupt you. It's almost always empty because of how small most of the quarters in it are. So people buy the guildhouse quarter without realize what they're getting into, and then give it up once they realize how much money they're losing.
Now here's where things get weird. Random quarters in the Tower count towards being in the guild house. When the guild house drops ownership, it'll randomly go to someone else in the Tower. Which is really nasty because it can very quickly and easily bankrupt someone without them knowing it.
We pieced this together when someone in the official discord's Arcane Tower channel was asking about how they could evict people. When they showed a screenshot of their quarter, it was in the Commons. They didn't realize they owned the guildhouse. It sounds like the property went to them randomly, which I assume is an interaction with the guildhouse system. Every quarter in the Arcane Tower pays tax to the guild owner. And the way guildhouses work is when a guildhouse leader gives up the property, it goes to someone else living in the guildhouse. So the entire Arcane Tower is still considered a guildhouse despite not functioning like one.
It would probably be good if this was changed, because otherwise owning a quarter anywhere in the Tower is extremely dangerous if people can randomly be bankrupted without realizing it.
