Invokers (Elementalist) unable to own property in the Arcane Tower

Elementalists do not get the option to buy available quarters in the Arcane Tower.

Steps to reproduce
----------------------------

Be an arcane wielder of the elements (Elementalist). Find an available quarter.

Expected result
-----------------------

You get an option to buy the quarter or bid on it.

Actual result
-------------------

It tells me the quarter is available but do not get the option to purchase it. It just tells me to be [DONE].

Maybe Invokers haven't been added to the classes that can purchase from the Tower?

I think it is being adjusted, Elementalist will have access to AT quarters once they are updated.
