Cordor Newspaper Prints Blank in Other Settlements

Description of Bug Experienced:
In my journey to make the press great again and relevant, I found that all of the Cordor Press vendors outside of Cordor only gave blank newspapers.
Steps to reproduce the Bug:
Buy a copy of the Cordor Press from vendors in Dale or Sibayid.
Expected Result:
Be able to read a copy of the Cordor Press, filled with exciting news and entertaining stories!
Actual Result:
Obtain a blank copy of the Cordor Press, filled with sadness.
Additional Notes
I'm hoping to make the press be a relevant function of Arelith and hopefully by enabling vendors to print the newspaper again in other settlements, it will help make the press be more read.
