Include Meklur the Imp with paper/water/etc stacks.

Meklur the imp is a NPC in a hidden location, that is secret. He sells minor potions no one needs, traps and lockpicks, other odds and ends. I would like to ask if he can also sell paper, food, and water, given his location is a hub people congregate and regularly leave messages. he even has his own gem scale to get a quick buck already!
