Make giant eagles able to fly

Give giant eagles the ability to fly at their opponents, like harpies got, or even better. A low dc wing bash attack, it's a giant eagle!
Saw an orcish ranger that shot an eagle that was stuck, and it made me think the eagle should have been able to fly over there!
