There's no effect, nor does anything happen when you cast it. The bonuses are not hidden or anything and still applying, the spell simply does not work.

It happens to me as well, I was about to post that issue to the bug forum.

I notice you both cast War Cry before. I wonder if it’s been added to non-stackable like Battletide/War Cry and missed out from update?

Warcry attack bonus does stacks with Blood Frenzy normally, what we want to show here is that even if you cast Blood Frenzy alone, it gives no effects.

A fix is in the pipeline.
