Put simply, one of the greatest struggles for mid teens leveling is sustain and health. Ill keep it swift, but I would support cleric NPCs in settlements to cast monstrous regeneration for some small fee.

If the concern becomes people use it in PvP? Give it a level limit, so that it cannot be used above, say, level 20 so that it is meant for pre epic people to have a bit of a boon leveling, especially so mundanes.

I feel by mid levels you should have been able to make enough allies that you can either work with them to help you get through this. This just dissincentivises that. Rejected.
