Mechanically supported Imp pacts with players

Proposal: Mechanically supported Imp pacts with players.
Reason: Imps lack the ability to make pacts that they should be able to enforce on their own, currently it's all on good faith. A mechanic to support this would be interesting for rp and create good plotlines.

The idea is to have an NPC Imp pact and a player side version. The player side being more beneficial to encourage people to interact with each other.

NPC Pacts with set timers or cooldowns. An immediate deduction is made as if you're buying something. (restricting it to only players would lead to only few players having access to the feature)
-XP exchange for coin
-XP exchange for gems
-Gold exchange for gems
-Gold exchange for soft bonuses
(Scales with level? Higher level leads to gold amounts instead of XP?)

Player Pacts. Pacts would be limited to a number that scales with the Imp's level. These Pacts would end after X amount of time, resource promised runs out, player who made pact with Imp dies, Imp ends pact.
IDEA 1-Continous Buff = Continuous Drain
-XP drain for soft bonus
-XP drain for piety bonus

IDEA 2- Timed Pacts
-Material exchange with a promised deadline

IDEA 3-Instant Pacts
-Instantly gain said resource/coin/xp in return for x

Issue: What do the imps get out of all this?
Solution: As Imps make pacts they gain the xp into a plot item, this plot item stores in xp aka soul essence and can be used as a discount or even full payment for the listed functions above.

Idea being the system is self fulfilling, even Imps are part of it

Rejecting due to lore reasons, and also just some concerns about giving that sort of power out.
