Reduce or remove epic sacrifice cooldown

I have a difficult time seeing why this implemented to begin with.
If the cooldown on rolling was introduced to hinder facerolling powerlevelers that are trying to smash characters out rapidly to fish for lucky rolls in their epics, it's only changed how they go about it; instead of going through one character after the other, now people quickly accrue a lineup of characters they have little or no intention of expanding on and roleplaying to hang up in the butcher's shop until their time to be set on the chopping block comes. It's only changed the pace of their habits. It didn't stop it.
It used to be a bummer to receive a minor reward when rolling a sub-level 26 character; the cooldown is just kicking you while you're down. For some people a month might be a small amount of time; for others that's more than enough time to get through their enjoyment of a character.
I understand everybody might see the sacrifice rewards in a very different way, but if the purpose of the cooldown is to encourage folks to slow their roll and enjoy the character, they're more likely to shelve them altogether until the date arrives rather than try to expand on them in the meantime.
Even if outright removal is off the table I think there's consideration due for a decent reduction in the respective cooldowns for each reward.
