Arelith could profit from having a few more ships.
For example, Andunor and Cordor could have one more middle-sized (3-4 sailors) permanent lease ship, each.
Add 1-2 small (2-3 sailors) rentals to Crow’s Nest. Or move the orc-camp ship to Crow’s since that camp is abandoned most of the time.

There are PLANS (tm) in motion, but they don't quite include this. I can't go into detail but for now it's being denied.
