Arcane archer ability changes

Imbue arrow - recharges once every 1 minute (Max 3 charges, Instant action)

Seeker arrow - recharges once every 3 minutes ( +Hard Int OR Hard Wis to damage, Instant action)

Hail of arrows - recharges once every 5 minutes ( +Hard Int OR Hard Wis to damage, Full action)

Arrow of death - recharges once every 10 minutes (change formula to 10 + AA levels + Dex, Full action)

Makes sense on CD, unless Kalo says otherwise, approved for some form of cooldowns to recharge AA, not neccersarily as above.

No comment on wis or int damage, but likely need tweaking to respect weapon damage where it doesn't
