Weapons like Jhor the Bleeder and +4 club are classified as lvl 16 weapons, but by the time you hit lvl 16 they're really just not useful anymore. Most of the lvl 16 weapons are this way imo. Moving them down to would make them useful for leveling and therefore actually valuable to sell. As it is now they're really only good for selling at the peddler.

I would do it like so:

anything +2 or below, lvl 2 (jhor the bleeder, Sword of Hellfire, etc)
anything +3, lvl 13 (knight errant's blade, pionero's, etc)
regular weapons with +4 lvl 13 (club/trident/etc)
