Greetings!
My suggestion is simple and plain.. with the current inclusion of new caster and unique spells which has raised a damage bar far surpassing hellball, and greater ruin as evocation spells, which is a 2 normal 2 epic feat investment each, averaging damage for these spells are:
Hellball (epic spell) average 140
Greater ruin (epic spell) average 157.5
Massacre (circle 7 hemo) averages 240
soul shirek (circle 9 hemo) average 300
Elemental Annihiliation average 225
Considering these spells are given for free, while wizard spells heavily invested for their usage (without backlash) is far inferior.
This considering most fights last only a handful of rounds, and you generally only cast a couple of spells before the combat ends, thus high spike damage is generally preferred over trying to cast "everything"
