Dirge of Reprisal & Harvest Not Applying to Bard

I am noticing that Dirgesinger's Dirge of Reprisal is no longer applying the bulwark or spell absorption to the singer/bard.
Expected Outcome:
Dirge of Reprisal: An instant action applied to all friendly targets which provides a bulwark of spectral thorns that deal 1d4 magic damage plus 1 damager per Dirgesinger level and absorb the next spell cast within 3 rounds.
--In which case this was originally giving the caster the bulwark as well.
Update: Dirge of the Harvest: AoE damage and applies Vampiric Regen to friendly targets. This is also not functioning as indicated.
Reproduction:
-Cast Dirge of Reprisal and/or Harvest
-Buffs all partied allies and the bard
Actuality:
Both dirges are only applying these temporary buffs to everyone EXCEPT for the Dirgesinger.
I couldn't locate an update in which this was changed so am assuming that something messed up at some point.
