Allow players to take planetouched races with a Normal Award plus approval from two DMs. No Dragons, Rakshasa, custom races, Drizzts (maybe), or whatever else. Major Award remains a free ticket to everything.

• DM oversight weeds out careless/thoughtless choices, ("Because I can") and limits influx.
• Double approval reduces the ease of garnering favoritism.
• Gives players with less abundant free time an opportunity to play something special based on quality rather than quantity.
