Elemental Meteor: no conj scaling

Description of Bug Experienced:
Elemental meteor's monolithic elemental summon seems to gain no benefit from conjuration spell focuses.
Steps to reproduce the Bug:
Cast elemental meteor, have ESF: conjuration
Expected Result:
Have a monolith that's actually stronger than one summoned by a person with no spellfocuses in conjuration.
Actual Result:
Your summon is literally just as strong as one summoned by a person without any spellfocuses in conjuration.
