Description of Bug Experienced:
Adding anyone to the Cordor ministry of trade via the settlement menu gives them full settlement stockpile control, even with all the permissions disabled (red). This was first noticed a year ago with a different character in the role, but is still an issue now with a new character.
Steps to reproduce the Bug:
Add a player to the Ministry of Trade via the settlement management menu.
Expected Result:
Settlement leader can control the player's stockpile (and other) permissions.
Actual Result:
Settlement settings don't remove stockpile permissions, even when disabled (set to red) for both the individual player AND the Ministry of Trade.
