Specialists are more or less supposed to represent experts in certain fields, particularly where it comes to crafts. Correspondingly, I think Specialist levels should count as "Roguish" for the purpose of crafting Thieves Tools. I believe they have just as much rationale to do so as Bards and Shadowdancers, if not moreso.

Edit to clarify: Thieves Tools should almost certainly fall under the purview of locksmiths, who could certainly be represented by the Specialist class given they receive Open Lock and Disable Device as class skills. Bards don't even get OL/DD anymore, by contrast.
