Please remove Skal start cap from PGCC

Currently, -transfer of a character created on Skal on the PGCC does not allow levelling up past 19.
Can this be changed/unlocked please?

This is unintentional, I'll speak to Sincra to let him know.
We might be able to add the NPC dialog into PGCC to remove it.

Clarification: Typing -setup will strip the restriction.
