Add player quarters to Port Azoun

Port Azoun is a beautiful area with significant history and a lot of interesting roleplaying opportunity.
...But very few people ever go here, and none of them have a reason to linger beyond conducting their business.
It might be nice to add a few player ownable quarters to the isle, either inside the keep behind some of the dummy doors, as seperate small buildings on the isle.
Additionally, it would be nice to see player ownable ships based here, akin to the Freeport of Guldorand and the Crow's Nest.
