Mounted penalties missing the Climb skill

Hello,
There is no penalty to the Climb skill when mounted.
It would be different if we'd have mountain goats as mounts, but considering the general horse situation it might be nice to penalize the Climb skill the same way as Open Lock, Dis.Trap, stealth skills and similar are.
