Cordor and Dis NPC Hostility

Description:
When Cordor NPCs became hostile to my character, so did the NPCs in Dis.
Steps to reproduce:
I poisoned a fountain in Cordor in front of the castle which turned the two nearby royal guard NPCs hostile. When I went to Dis, I was immediately attacked by all the NPCs on the concourse.
Expected result:
Hostile NPCs in cordor from well poisoning, sure, but not hostile NPCs in Dis.
Actual result: The Devils are in cahoots with Cordor.
