Commoner and find familiar

Can Commoners get a familiar at lvl 1. Possibly let it cap at lvl 5. That way commoners can get a small companion pet to RP with, and with it being low level, i won't break their ability that much.
Alternatively, they could get find familiar at lvl 15 or 20.
