Arcane Tower Westin Doesn't Sell to Hemomancer

Description of Bug Experienced:
Westin the Arcane Tower merchant does not sell scrolls/goods to Hemomancers.
Steps to reproduce the Bug:
Attempted to reach the shop through multiple different conversation trees.
Expected Result:
Be recognized as an arcane user alongside wizards, sorcerers, etc.
Actual Result:
Barred from the shop and unable to purchase anything like non-arcane users.
